The National Archives seems to contain confirmation of Warings involvement in the fitting out.
The HMY Victoria and Albert (1899) was named and launched by H.R.H. the Duchess of York. The vessel was constructed of steel to the design of Sir William White, Director of Naval Construction; engines and boilers were by Messrs. Humphrys and Tennant. After machinery trials the vessel was to be taken to Portsmouth, for decoration and furnishing Messrs. Waring for service in summer 1900.
Furniture maker, Gillows of Lancaster joined forces, when they were in financial difficulties around 1897, with Warings of Liverpool (est. 1835), in a loose financial arrangement, legally ratified by the establishment of Waring and Gillow in 1903.
Gillows (est. around 1730s) had established a reputation for the outfitting of luxury yachts and liners, including the Royal Yacht "Victoria and Albert", liners "Lusitania", "Heliopolis" and "Cairo", RMS "Queen Mary" (1934) and "Queen Elizabeth" (1946) for Cunard.

The actual archive “annual accounts, approvals book, bad debts register, warehouse registers, minutes, staff and property papers” for Waring and Gillow during the period 1807-1986 are held by City of Westminster Archives Centre. Over 100 physical files are in the collection at; 10 St Ann's Street, London, SW1P 2DE. I am assuming that details of the fitting out of the Victoria and Albert in which they were involved will be found there.
